Abstract

Küresel salgın haline dönüşen COVID-19 Pandemisi, ortaya çıktığı 2019 Aralık ayından itibaren etkilerini göstermeye başlamış olup, hastalık küreselleşmenin de etkisi ile kısa sürede tüm dünyaya yayılmış; başta sağlık olmak üzere sosyal, ekonomik, ticari ve kültürel alanlarda olumsuz etkiler yaratmıştır. Salgına karşı alınan tedbirler hayatımızı birçok yönden etkileyerek yeni normallerimizi oluşturmuştur. Zamanla COVID-19’a karşı uygulanan gerek tedbir ve politikalar gerekse COVID-19 aşı çalışmaları etkisini göstererek dalgalı bir seyir izlese de vaka sayılarında azalma başlamış ve kısıtlamaların da kaldırılmasıyla eski normallerimize dönmeye başlamış durumdayız. Hayatımızı derinden etkileyen COVID-19 Pandemisi gerek sosyal gerekse ekonomik çok büyük tahribatlar vermiştir. Pandeminin ekonomi üzerindeki tahribatın derecesi büyüme, enflasyon, doğrudan yabancı yatırımlar, dış ticaret ve istihdam istatistikleri yardımıyla incelenmiştir.

Bu çalışmada amaç COVID-19 Pandemisinin Türkiye’de sektörlere göre istihdama etkisini incelemektir. İlgili konuya ilişkin veriler 2020 Ocak ayı ile son istihdam verilerinin açıklandığı döneme kadar olan süreyi kapsayıp; TÜİK, T.C. Cumhurbaşkanlığı Strateji ve Bütçe Başkanlığı, T.C. Ticaret Bakanlığı, T.C. Sanayi ve Teknoloji Bakanlığı, T. C. Kültür ve Turizm Bakanlığı ve T.C. Merkez Bankası verileri ışığında incelenmiştir. İlgili kurumların açıklamış olduğu verilere göre; COVID-19 Pandemisi ekonominin temel yapıtaşı olan işgücü piyasalarını derinden etkilemiştir. Öyle ki, getirilen kısıtlamalar, kapanmalar dolayısıyla sadece ülkemizde değil tüm dünyada üretim durma noktasına gelmiş, ekonomik bozulmalar yaşanmıştır. Ancak açıklanan veriler pandeminin izlerinin yavaş yavaş silindiğini, ekonomik toparlanmanın başladığını göstermektedir. Sektörel istihdamda, tarım sektöründeki istihdamın diğer sektörlere nazaran net bir şekilde azalma eğilimi gösterirken hizmet sektörü istihdamındaki artış göze çarpmaktadır. İnşaat ve sanayi sektörü ise COVID-19 etkilerinden arınmaya başlayıp belirli bir seviyede yükseliş eğilimindedir.

Abstract

The COVID-19 Pandemic, which has turned into a global epidemic, has started to show its effects since it emerged in December 2019, and the disease has spread all over the world in a short time with the effect of globalization. It has created negative effects in social, economic, commercial and cultural areas, especially in health. The measures taken against the epidemic have affected our lives in many ways and created our new normal. Over time, the number of cases started to decrease with the measures and policies applied against COVID-19 and the effects of the COVID-19 vaccine studies, and we have started to return to our old normals with the removal of restrictions. The COVID-19 Pandemic, which deeply affected our lives, has caused great damage both socially and economically. The extent of the pandemic's damage to the economy has been examined with the help of growth, inflation, foreign direct investments, foreign trade and employment statistics.

The aim of this study is to examine the impact of the COVID-19 Pandemic on employment in Turkey by sectors. The data on the subject covers the period between January 2020 and the date when the last employment data is announced; It has been examined in the light of data from TURKSTAT, Presidency Strategy and Budget Department, Ministry of Commerce, Ministry of Industry and Technology, Ministry of Culture and Tourısm and Central Bank. According to the data announced by the relevant institutions; The COVID-19 Pandemic has deeply affected the labor markets. So much so that, due to the restrictions and closures, not only in our country, but also all over the world, production came to a standstill and economic disruptions were experienced. However, the data released show that the traces of the pandemic are gradually being erased and the economic recovery has begun. In sectoral employment, while the employment in the agricultural sector has a clear tendency to decrease compared to other sectors, the increase in the employment of the service sector is striking. The construction and industrial sectors, on the other hand, are in an upward trend.
