Üniversiteleşmede İstanbul Büyükşehir Belediyesi Örneğinde Yerel Yönetimlerin Katkıları ve Bir Araştırma

Abstract
Yerel Yönetimlerden belediyeler, halkın kalkınmaya katılımını arttıran toplumsal kurumlar olmalarının yanı sıra taşıdığı özellikleri, amaçları, işlevleri ve görevleri ile Yükseköğretimle benzer özellikler göstermektedirler. Yerel yönetimler ve yükseköğrenim hizmetlerini değerlendirmeden önce yükseköğrenimin tanımı, amaçları, işlev, görevleri ve yapısal unsurları incelenecektir. Yükseköğrenimin yerel niteliklerine iliksin genel bir çerçeve çizilecektir. İçinde bulunduğumuz 21. yüzyılda tüm dünya ülkelerini etkisi altına alan küreselleşme süreci, kamu yönetimi anlayışında önemli değişimlere yol açmıştır. Bu değişimlerden birisini oluşturan yerelleşme kavramı kapsamında, yerel yönetim Bürosu olan belediyelere atfedilen önem de artmış ve belediyeler yeni mali yönetim ilkelerinin etki alanına girmiştir. Bu bağlamda, yerindelik ilkesi ile birlikte; yeni mali yönetimin temel ilkelerini oluşturan mali saydamlık, performans yönetimi, katılımcılık ve mali özerklik ilkeleri belediyelerde yeni mali yönetim anlayışına dâhil olmuştur. Yerel Yönetimlerin hepsi aynı potansiyele sahip olmadığı gibi aynı gelişme düzeyinde de değildir. İşte bu dengesizliklerin başında yerel yönetimlerin mali olarak yeterli olması gerekmektedir. Yerel yönetimler yeterli olabildikleri ölçüde imkânları dâhilinde sahip oldukları büyüklükle doğru orantıda yükseköğrenime, öğrencilere, bilim insanı olan öğretim elemanlarına katkıda bulunabileceklerdir. Kamu tüzel kişiliğine sahip bu yükseköğretim kurumları, bir yandan kamu kaynaklarının sürekli olarak kısıtlanmasının yarattığı sorunlarla başa çıkabilmek ve öte yandan ürettikleri hizmetleri değerlendirebilmek için, özel hukuk hükümlerine tabi mekanizmalara ihtiyaç duymaktadır. Bu nedenle, üniversitelerin çevresinde değişik vakıflar, dernekler, şirketler ve yerel yönetimlerden oluşan bir kuruluşlar halkası oluşmaktadır. Katılımcı, paylaşımcı, Yönetişim kavramı çerçevesinde yürütülecek belediye üniversite işbirliği birçok hizmetin her iki kurum açısından da sunulan hizmetlerin daha etkin ve verimli bir şekilde sağlanmasının yolunu açacaktır. Öncelikle sayısı 725 bini aşan seçilmiş ve atanmış yerel yönetimler personelinin eğitimiyle ve ikinci grupta toplumun çeşitli kesimleri ve halkın eğitiminin üniversiteler yardımıyla sağlanmasında, üniversitelerin kapılarını topluma açmalarında eşgüdüm sağlanmasında, hizmet kapsama alanı ülke nüfusunun yaklaşık yüzde 63’ünü içeren belediyeler de rol almalıdır.
