Abstract

Bu çalışmada, siyaset felsefesi, siyasal kötülük ve kamusal alan kavramları birbirleriyle bağlantılı bir şekilde tartışılacaktır. Bir olguya kötülük gibi etik bir değer atfetmek, kendisini “olan”la sınırlandırmayan “olması gereken”e ilişkin etik-normatif bir soruşturma gerçekleştiren siyaset felsefesinin bakış açısından sadece olanaklıdır. Bu eksende siyasal kötülüğün ne anlama geldiği/gelebileceği açıklanmaya çalışılacaktır. Değer ve siyasal olgu arasındaki ilişkinin kopma momentine girdiği günümüz siyasal sisteminde, siyaset felsefesinin etik-normatif yönü önemli bir hale gelmektedir. Bu çalışmada, siyaset felsefesinin etik-normatif yönünün önemi ifade edilmeye çalışılacaktır. Siyaset felsefesi, genel anlamda felsefeyle ve ampirist/pozitivist siyaset bilimiyle karşılaştırmalı bir şekilde ele alınacaktır. Leo Strauss ve Hannah Arendt’in düşüncelerinden hareketle, olgu ve değer arasındaki ayrımın pek mümkün olmadığı gösterilmeye çalışılacaktır. Genel anlamda felsefenin aktif nihilist, ampirist/pozitivist siyaset biliminin ise pasif nihilist bir eğilim taşıdığı, Friedrich Nietzsche’nin nihilizme ilişkin tezlerinden hareketle açıklanmaya çalışılacaktır. Tartışma neticesinde siyaset felsefesinin, siyasal kötülüğün tespit edilmesinde ve örgütlenmesinin önlenmesinde önemli bir rol oynayabileceği iddia edilecektir. Daha sonra siyasal düşünceler tarihi içerisinde siyasal kötülüğün nasıl tanımlandığı incelenecektir. Hannah Arendt’in siyasal kötülüğü kamusal alanın çöküşüyle ilişkili bir şekilde ele alması, onu siyasal düşünceler tarihinde özgün kılmaktadır. Arendt’in radikal kötülük ve sıradan kötülük kavramsallaştırmaları belirli bir süreklilik ve kopuş ekseninde ele alınacaktır. Her iki kötülüğün de kamusal alanın çöküşüyle karakterize olduğu gösterilmeye çalışılacaktır. Çalışma boyunca yürütülen tartışmalar sonucunda siyasal kötülükle mücadele edebilmek için, düşüncenin, sözün ve kamusallığın önemi vurgulanacaktır.

Abstract

This study addressed the concepts of political philosophy, political evil, and public space in an interdisciplinary manner. The ascription of an ethical value, evil, to a phenomenon is only plausible for a political philosophy that is not limited to "what is available" but involves an ethical and normative inquiry for "what should be." In this sense, the paper attempted to explain what political evil meant / could mean. The ethical and normative aspect of political philosophy has become essential in today's political system, in which the bonds between values and political phenomenon are at a breakaway point. The study discussed the importance of the ethical and normative aspects of political philosophy. In this sense, political philosophy was comparatively discussed with philosophy in general and empiricist/positivist political science, and the impossible distinction between fact and value was emphasized considering the arguments of Leo Strauss and Hannah Arendt. The fact that the philosophy had an active nihilistic tendency and empiricist/positivist political science had passive nihilist messages were addressed considering Friedrich Nietzsche's nihilism. It was argued that political philosophy could play an important role in describing and preventing the organization of political evil. The study also explored how political evil was defined in the history of political thought. Hannah Arendt associated political evil with the collapse of the public space, which makes her unique in the history of political thought. Arendt's conceptualizations of radical evil and ordinary evil were discussed in a particular axis of continuity and rupture. The study stressed that the collapse of the public space characterized both evils. As a result of the discussions in the study, the importance of thought, word and publicity was emphasized to resist political evil.
