Abstract

Bu makale, ‘’yumuşak istihbarat’’ olgusunu kavramsal ve teorik çerçevede incelemekte, uygulama alanlarına ve unsurlarından bahsetmektedir. Soğuk Savaş döneminde genelde ideolojik rekabete dayalı taktik ve operasyonel boyutuyla ele alınan istihbarat çalışmalarında, Soğuk Savaş’ın sona ermesiyle oluşan dünyadaki güvenlik riskleri, güvenliğin yeniden düzenlenmesi ihtiyacını doğurmuştur. Bunun için 1990’lı yıllarda Joseph Nye’ın ortaya çıkardığı yumuşak güç kavramı 2000’li yıllarda internet teknolojisinin gelişmesi ve buna mukabil sosyal medyanın da etkin bir şekilde oluşması ve küresel boyutta kullanımının yapılmasıyla, ‘’yumuşak istihbarat’’ olgusu ortaya çıkmıştır. Modern devletlerin istihbarat teşkillerinin günümüzde hedef toplumlar ve ülkeler üzerinde uygulama bulduğu, yumuşak istihbaratın nitelikleri, hedef ve amaçları ile birlikte sosyal medya üzerinden operasyonel şekli ve yumuşak istihbaratta etki ajanlarının rolü ve önemine bu çalışmada değinilmiştir.

Abstract

This article examines the concept of "soft intelligence" in a conceptual and theoretical framework, and mentions its application areas and elements. During the Cold War period, the security risks in the world, which emerged after the end of the Cold War, in the intelligence studies, which were generally handled with the tactical and operational dimension based on ideological competition, led to the need to reorganize security. For this reason, the concept of soft power created by Joseph Nye in the 1990s, the "soft intelligence" phenomenon emerged with the development of internet technology in the 2000s and the effective creation and global use of social media. Soft intelligence, where the intelligence agencies of modern states find application on target societies and countries today; Its characteristics, goals and objectives as well as its operational form over social media and the role and importance of influence agents in soft intelligence are discussed in this study.
