Abstract

Beluçlar İran, Pakistan ve Afganistan sınırları içerisinde yaşayan ve bağımsızlık için mücadele eden bir etnik gruptur. Beluç milliyetçiliği ve Beluç devleti kurma çabaları bugün, bu devletlerin güvenliğini tehdit eden unsurlardan biridir. İran’da ‘’Sistan-Belucistan’’ eyaletinde yaşayan Beluçlar, İran için ciddi anlamda problem teşkil etmektedir. Farklı topraklar arasında bölünen bu bölge, İran’ın toprak bütünlüğünü etkileyebilecek kapasiteye haizdir. Bugün 2.5 milyonun üzerinde nüfusa sahip olan İran Beluçları yeni kentsel bölgelerin ortaya çıkması ve onlarla ilişkili demografik, sosyal ve dilsel dönüşümlerin yaşanması gibi sosyo-ekonomik değişimlerle yüzleşmektedir. Beluç kimliğinin yansıması olan yoğun gurur duygusu, Beluçların kendilerini bir ‘etnik grup’ olarak nitelendirmesinin önüne geçmiş ve kendilerini toprak parçasına, kültüre, dile ve medeniyete sahip bir millet olarak nitelendirmelerine neden olmuştur. Dolayısıyla sorunu İran özelinde ekonomik, sosyolojik, kültürel yönleriyle derinlemesine incelemek gerekmektedir. Nitekim çok etnik kökenli bir yapıya sahip olan İran’da azınlıkların meşru hakları büyük ölçüde görmezden gelinmiş ve problem teşkil etmiştir. Çalışmanın nihai amacı Beluç karakteristiği özelinde İran’ın Beluç sorununu değerlendirmektir.

Abstract

Baloch is an ethnic group that lives within the borders of Iran, Pakistan and Afghanistan and struggles for independence. Baloch nationalism and the efforts to establish the Baloch state today are one of the factors that threaten the security of these states. The Balochs living in the ‘Sistan-Belucistan’ state in Iran are a serious problem for Iran. Therefore, it is necessary to examine the issue in depth in terms of economic, sociological and cultural aspects of Iran. Divided between different territories, this region has the capacity to affect Iran's territorial integrity. As a matter of fact, the legitimate rights of minorities in Iran, which has a multi-ethnic structure, have been largely ignored and posed a problem. Today, with a population of over 2.5 million, the Iranian Baloches face socio-economic changes such as the emergence of new urban areas and the demographics, social and linguistic transformations associated with them. An intense sense of pride, which is a reflection of the identity of Baloch, prevented the Balochians from describing themselves as an ‘ethnic group’ and led them to describe themselves as a nation with a piece of land, culture, language and civilization. The final objective of the study is to evaluate Iran's Baloch problem in the characteristic of Baloch.
