Abstract
6360 sayılı kanunun 2012 yılında yürürlüğe girmesiyle, büyükşehir belediyelerinin hizmet sınırı il mülki sınırları ile birleştirilmiştir. Böylece büyükşehir olan illerde belediyelerin hizmet sınırı genişletilerek kırsal alanları da kapsayacak şekilde revize edilmiştir. 6360 sayılı kanun ile beraber büyükşehir belediyelerine kırsal alandaki yerleşmelere hizmet götürme yetkisi verilmiştir. Bu çalışma; ilgili yasanın Van ili kırsal alanı özelinde doğurduğu durumun tespitini içermektedir. Yasanın Van kırsalında bir değişim-dönüşüm yaratıp yaratmadığı analiz edilmeye çalışılmıştır. Yapılan analizler sonucunda, 6360 sayılı kanunun bazı olumlu yanlarının olduğu gibi olumsuz ve yetersiz kaldığı yönlerinin de olduğu görülmüştür. Olumlu yönlerinin yapılacak bazı yasal iyileştirmelerle artırılabileceği fikri ortaya çıkmıştır. Özellikle 6360 sayılı yasanın belediyelerin güçlendirilmesi açısından olumlu olduğu, buna mukabil belediyelere daha fazla yetkinin verilmesiyle de demokratik katılımın arttırılacağı öngörülmüştür.

Abstract
With the enactment of law numbered 6360 in 2012, the service limit of the metopolitan municipalities was merged with the provincial administrative limits. Thus, the service limit of municipalities in provinces, which became metropolitan, was expanded and revised to include rural areas, with the law numbered 6360,metropolitan municipalities have been authorized to provide services to rural settlements. It is noted that the law about this study gave rise to the situation in the province of Van and changes in the rural area caused by the result of this situation. It has been tried to analyze whether the law creates a transformation or a change in the countryside of Van. As a result of the analysis, it was observed that there are some positive aspects of the law numbered 6360, as well as insofficient and negative aspects. With some legal improvements to be made, the idea has emerged that positive aspects can be increased. In particular, the law numbered 6360 was observed to have a positive direction for strengthening municipalities and it was also envisaged that there would be more democratic participation by giving municipalities more authority.
