Abstract
Özdenetim, gazeteciler tarafından oluşturulan meslek içi kurallarla, yine gazetecilerin kendilerini denetleme sistemidir. Özdenetimin amacı, mesleğin daha saygın ve güvenilir hale gelmesini sağlamak ve Devletin basına müdahalesini en aza indirmeye çalışmaktır. Böylece basın-yayın, hak ve hürriyetlerini sınırları dâhilinde müdahalesiz bir şekilde kullanan bir meslek örgütü haline gelmiş olacaktır.Oluşturulan ilkelerin uygunluk denetimi ise Basın Konseyi yapmaktadır. Özdenetim sisteminin en önemli ve etkin faaliyet organı Basın Konseyi’dir. Gazetecileri ve toplumun belirli kesimlerinden insanları bir araya getiren Basın Konseyi özdenetimin gelişmesi ve etkin hale gelmesini sağlar.Basın Konseyi’nin amacı basın-yayın yoluyla ortaya çıkan her türlü olumsuzluğu engellemektir. Bu sayede dış müdahale olmadan kendi içinde sorunları çözmeye çalışır. Türkiye’de özdenetim sistemini geliştirmek adına oluşturulan Basın Konseyi’nin etkili olup olmadığı tartışma konusudur. Basın Meslek İlkeleri ile etkinliği artırılmaya çalışılan sistemin alanadaki etkisi üzerinde durulacaktır.Makalenin konusunu özdenetim ve Basın Konseyi oluşturmaktadır. Özdenetim kavramının ne olduğu, Basın Konseyi’nin tarihçesi ve günümüzdeki durumu değerlendirilecektir. İdeal olan özdenetim sistemi ve Basın Konseyi uygulamaları çalışmanın konusunu oluşturmaktadır.

Abstract
Self-regulation is the system of self-monitoring of journalists by professional rules established by journalists. The aim of self-regulation is to ensure that the profession becomes more respectable and reliable and to try to minimize the intervention of the State in the press. Thus, press-publication, rights and freedoms within the boundaries of a professional organization will be used in a non-intervention. The conformity audit of the principles established is made by the Press Council. The most important and effective activity body of the self-regulation system is the Press Council. Bringing together journalists and people from certain parts of society, the Press Council ensures that self-regulation develops and becomes effective. The aim of the Press Council is to prevent any negative consequences arising from the press. In this way, it tries to solve problems within itself without external intervention. Turkey Press Council was created in order to improve the self-regulatory system is a matter of debate whether it is effective. With the Press Professional Principles, the effect of the system in the field will be emphasized. The subject of the article is self-regulation and the Press Council. The concept of self-regulation, the history and current status of the Press Council will be evaluated. The ideal self-regulation system and Press Council practices are the subject of this study.
