Abstract

Bu makalede, sosyal bilimlerin sorunlu alanlarından kabul edilen iki kavramın-ideoloji ve milliyetçilik –ilişkiselliği/ilişkisizliği tartışılacaktır. Ayrıca ideolojilerin öldüğü savlanırken, milliyetçiliğin, otoriterliğin neden yükseldiği konusu açıklanmaya muhtaç durmaktadır. Muhtemeldir ki 21. yüzyıl sosyal bilim literatürünün en tartışmalı, zemini kaygan, muğlak, negatif anlamlar yüklenen konularının başında ideoloji gelmektedir. Uluslararası ilişkilerde üstünlük kurmanın/dünyayı yeniden şekillendirmenin bir aracı konumundaki ideolojiler, SSCB’nin dağılmasından sonra, yani reel sosyalizmin çöküşünden sonra tekrar tartışmanın ana gündem maddesi haline geldi. Bu durum tarihin sonuna gelindiğini, reel sosyalizmin çöküşü ile birlikte yerkürede geçerli, hakim ve hegemonik ideoloji olarak liberalizmin kaldığı savlarının yüksek sesle ifade edilmesini beraberinde getirmiştir. Ancak unutulmamalıdır ki ideolojiler ölmez. Çünkü ideolojiler kurgusal ve normatif içerikli olmaları münasebetiyle toplum mühendisliği içerirler ve ideal toplum modeli sunarlar. Ortodoks (dogmatik) olmadıkları sürece kendilerini revize ederek varlıklarını sürdürürler. Diğer yandan bir ideoloji olup olmadığı, ‘ulusu meydana getiren mi’, ‘ulusu bir arada tutan mı’ tartışmasının öznesi olan milliyetçilik teorik bağlamda tartışılırken, uygulamada bazen faşizmi de yanına alarak varlığını güçlü bir biçimde duyumsatmaktadır. Tarihte örnekleri oldukça fazladır. Dünyanın otokratik lider tarafından yönetilmesi -ABD’de Trump, Rusya’da Putin- milliyetçiliğin dönemsel (konjonktürel) olarak yükseldiğini rasyonel olarak olumluyor görünse de, sürecin arkasında başka nedenlerin var olduğunu gözden kaçırmamak gerekir. ‘Güçlü lider, güçlü ülke’ imajı milliyetçiliği tetikleyen faktörlerden sadece bir tanesidir. 21. yüzyıl ideolojik hareketliliğin çok yoğun yaşandığı bir süreç olmaya adaydır. Dünyanın farklı coğrafyalarında yaşanan ideolojik yönelimli hareketler, özgürlük, kimlik ve kültürel istemli toplumsal hareketler, ideolojiler adına yaşanan terör olayları, ayrılıkçı hareketler vb. bu yüzyılda ideolojilerin öldüğünü değil, çeşitlenerek, bazen radikalleşerek kendini daha fazla göstereceğinin ipuçlarını veriyor.

Abstract

In this article, relationality / unrelatedness of two concepts, ideology and nationalism, which have been regarded among the problematic areas of social sciences will be discussed. In addition, while the ideologies are claimed to be dead, the question of why nationalism and authoritarianism are rising need to be explained. Possibly, ideology is one of the most controversial issues of the 21st century social science literature, with slippery, ambiguous and negative meanings. The ideologies, which are a means of dominating / re-shaping international relations, have become the main agenda item of the discussion after the collapse of the USSR, that is, after the collapse of real socialism. This brought about a loud expression of the claims that history came to an end and liberalism remained as a prevailing, dominant and hegemonic ideology in the world, with the collapse of real socialism. However, it should be remembered that ideologies do not die because ideologies include social engineering and offer an ideal model of society in order to have fictitious and normative content. They maintain their existence by revising themselves unless they are Orthodox (dogmatic). On the other hand, while nationalism, which is the subject of the debate whether it is an ideology or whether it is a “the one that created the nation” or a “the one that holds the nation together”, is debated theoretically, sometimes it takes fascism with it and makes its presence felt strongly in practice. There are many examples in history. The fact that the world is ruled by autocratic leaders (Trump in the United States, Putin in Russia) seems to be positively affirming that nationalism has risen periodically, but we should not overlook the fact that there are other reasons behind the process. The image of ‘strong leader, strong country’ may be just one of the factors that trigger nationalism. The 21st century seems to be a candidate for a process where ideological mobility is very intense. The ideological-oriented movements in different geographies of the world, freedom, identity and cultural voluntary social movements, terrorism in the name of ideologies, separatist movements, etc. gives clue that ideologies do not die in this century, but diversify and sometimes become more radical.
