Abstract


REALIZATION OF THE STRATEGIC PLAN GOAL IN SCHOOLS

Various problems are encountered in the preparation stages of the strategic plan while implementing strategic plan implementations in public schools. The aim of this study is to reveal the realization of the strategic plan objectives currently applied in public schools. The study is a case method and a qualitative study. The study group of this research consists of 3 different types of schools and administrators working in this school. In this study, in the 2019-2020 academic year, a total of 3 different types of schools were randomly selected from the schools affiliated to National Education Directorate of the Central District of Giresun, the documents of the strategic plans applied in these schools were examined and the school administrators were also interviewed. Semi-structured interview form was used to collect data in the study. Five questions were asked during the interview. The opinions of 3 experts were taken before the interview questions were applied. The form, which passed the expert opinion, was also read by 3 school administrators and then the form was finalized. As a result of the applied form, the data were analyzed with qualitative data analysis techniques. With the analysis of the strategic plan objectives examined on the school strategic plan applications and the views of the school administration, some of the following results have been achieved. Strategic planning is a process that requires dedication and sacrifice. Although it is such a long-term process, it is seen that sometimes the goals are not achieved. In this context, the fact that the planners are not experts in the business causes the goals not to be realized. According to the administrators, financial difficulties come first in the failure of the strategic plan targets. There is a general resource shortage in planning practices. On the other hand, the detection of unsolved problems during the implementation stage, the emergence of the opportunity to address the unrealized goals in the next period, the detection and elimination of errors, and the understanding of the importance of teamwork can be considered. In the researches carrried out, it is important to provide training to members who will take part in strategic plans and all other shareholders on strategic planning, to support schools with a special budget, and to motivate members. It is not possible to think that the goals of strategic plans prepared by non-expert teams, which do not have sufficient economic resources in schools, do not receive the necessary training, can not be achieved without achieving the desired goals, so that educational development and cultural transfer are made, and their preparation and implementation in today's schools where educated and equipped people are trained by taking place for the countries of the world.
